There are at least three giant leaps of logic in this message, drawing the opposite concluaion than one might otherwise expect.

Having to plan ahead in a volatile system is inefficient. Same: money in the hand of the state, trade restrictions, stealing earned incentives. And giving money to the poor would make especially groceries more expensive, or unavailable. Like in the good old soviet times that Americans missed the pleasure of participating in.
