I had a similar idea, but it would have no authority except as an arbitrator between voluntary parties. Still, there's a lot you can do with that, and it's power scales with adoption.

But also he's right about replacing the judicial system, that really shouldn't be the focus. You need to do what you can with what you have. Make it useful even at the smallest scale.
