Plastic is definitely stored in the balls. Just like pee is.

It certainly would fit their methods of attacking anything that promotes self sovereignty and self reliance. When you realise the amount of plastic that comes into your home that can be ground down and melted into spooled plastic that can be utilised in production, it does make a massive difference in the total amount of waste produced.
