community fixes this. relay.tools already supports any mod team wanting to filter by pubkey, kind, keyword and directly take mod action on any relays of which they are a mod FROM AnY CLIENT, using the standard NIPs (1984) and plus some. and lightning captcha ensures they wont get overrun.
