One can but no one does. The 3 people using LN all use WoS because of the shitty UX to use in any sovereign way.

There are both DEXs and CEXs that trade BTC/XMR and require no KYC. There's also a LocalMonero just like there's a LocalBitcoin.
Also a growing number of darkweb marketplaces are going Monero-only and dropping support for transparent Bitcoin.
