Obviously the tech has always been strong, but what changed in July?

maybe the empty mempool got more people fiddling with channels again?
that is not a reversal. A potential reversal, sure.

Low fees
There was a ton of small lightning nodes turned on that apparently we're supporting taproot assets in some way. I'm not sure what's going on there.
