Decentralization doesn't necessarily forbid banning. Any server can decide who to accept posts from. Realistically, the same is true of nostr relays, they could just blacklist IDs they don't like. Difference is we're much more loosely tied to our server here on nostr compared to federated systems, so nostr users can just... Use a different relay and tell their followers where to look for new content.
