I used punchcards once at an engineering firm to reload an original NRC approved/verified program, that we modified and were forced to compare our modified output to an original values which had to be reloaded from “cards” for recertification. I think it was a government thing.

3. Another model would be to just maintain either via verification or other process a list or lists of people of significance, possibly by category. This could be volunteer or pay service depending on effort and usefulness.
