Some Nostr clients, like Snort / Amethyst / Onyx, support connecting to a NWC endpoint as a wallet, which it will use when "zapping" or sending LN tips.
Yes, Alby exposes NWC for their custodial LN wallet. But NWC is not an Alby service.
You can expose your own (non-custodial) LN node via NWC, and then connect to it from a Nostr client that supports it.

"configurable PoW requirement" = a config in the web client: only show notes from strangers with at least X bits of PoW
A simple way to integrate it could be:
- replies from accounts you directly follow -> always show
- replies from others -> configurable PoW requirement
More advanced things (WoT, 2nd / 3rd degree follows, etc) need extra queries or special logic on the relay.
Phones can buy PoW, or client can subscribe to PoW provider to auto-mine client's events

I know you said that you think Lightning is a better filter, but every single person sending notes on Nostr can calculate PoW since they obviously already have a computer whereas the same is not true for Lightning. If Damus leads the charge on this and if we can get nostr:npub1gcxzte5zlkncx26j68ez60fzkvtkm9e0vrwdcvsjakxf9mu9qewqlfnj5z on board we could make PoW default on notes which could almost completely solve the spam problem.
Working on a protocol to semi-trustlessly (e.g. based on un-fakeable reputation) buy NIP-13 PoW from a marketplace of providers.

A similar one is in the works, whereby any event (note, like, zap, etc) could buy PoW via standard Nostr events and BOLT11 invoice / preimages.

IMO if you login with the same private key, the client should pick up your relay list.
6 cores with Rana. My best one was nostr:npub1h0dlpvhtfta32xjas0hepa4dq3thhwncf5kd94j8u6dfugfzzwlsjccamp, with 4+4 characters. Should've used that for my main account.
Not bad.
A lot of time in npub mining is spent on encoding, at least in my tests. I noticed its considerably slower than hex mining for equivalent bit difficulty.
