Why canada imposes high tariffs on American dairy:

Canada imposes high tariffs on dairy products from the United States, ranging from approximately 250% to 300%, to protect its domestic dairy industry through a system called “supply management.” This system, established in the 1970s, regulates the production and pricing of dairy, poultry, and eggs to ensure stable incomes for Canadian farmers and consistent prices for consumers. 

Under supply management, Canada sets production quotas for its dairy farmers and controls imports using tariff-rate quotas (TRQs). Imports within the quota are subject to low or no tariffs, but once the quota is exceeded, prohibitively high tariffs are applied. For example, over-quota tariffs are approximately 241% for liquid milk and 298% for butter.  

These measures aim to prevent market saturation from foreign products, which could destabilize domestic prices and impact Canadian farmers’ livelihoods. While this system maintains domestic stability, it has been a point of contention in international trade discussions, especially with the United States, which views these tariffs as barriers to free trade. 

Despite trade agreements like the United States–Mexico–Canada Agreement (USMCA), which granted the U.S. tariff-free access to 3.6% of Canada’s dairy market, the core structure of Canada’s supply management system remains intact, continuing to impose high tariffs on imports exceeding set quotas.
