The right hand is an L and the left hand is supposed to be I Love You... But it's not. It's the symbol of the Goat, Baphomet, The Devil or "Rock-n-Roll". The index and pinky are pointed out and the thumb is covering the index and ring fingers making a goat head and horns.

Here is the webpage for Liberty University. It's supposed to be an education institute for Christians. Whether or not the hand signals are meant to be Rock-n-Roll, Devil Horns, Goat Horns or whatever. Culturally this symbol is pagan at best and it's not the American Sign Language standard for Love.
