The most who are unaware probably the users. Developers know to certain extent that there might be risk of surveillance by government agency. In Google case, Firebase are their product to handle push notifications for apps. As we know whether Google, Apple, and a lot of IT company will be forced to comply with any requests from governments if they want their product accepted in certain countries.

If you want more complex or robust approach then you can probably fetch users (target) relays and use their relays as additional relays to publish the events. The simplest might be use Mutinywallet blastr relay ( wss://nostr.mutinywallet.com ) that will broadcast events to online relays ๐
