Saylor is talking about government central banks, not private banks. From the greater context of Finney's work and his other views I believe he was talking about a free banking system.
These two views look alike on the surface, but are diametrically opposed at their core.
The smartest people must seem quite stupid in order to sell the even stupider public on policies that are patently ridiculous, provided the goals of the rulers are what they claim to be.
If the actual goal of the rulers is not safety, security, and stability as they claim but is actually consolidation of power, crushing individual rights, and preventing outsiders from breaking in to the ruling class their actions now seem quite intelligent.

Nah, any attempt to reform the system by voting is doomed. They never had a chance. Bitcoin does, though.
