If there is a local relay on your relay list it might show this. This is the only time it would try to connect to something on your local network.

This wouldn't work in the public giveaway to strangers case (unless they do pow). its also useful in the wot case if you want to open the convo to public strangers who put in the work.

Thats another thing entirely: private club, non-public access. Paid relays are like a public-access yet private commercial area (mall or toll road or something) that is kept tidy and fast. public relays are like a public park where someone could take a dump right on the ground, graffiti all the pavement, and noone cares.
Unpaid relays are already getting spam stormed, this is just for people who want to jump out of the storm and still want to talk to strangers. This is different than the web of trust spam prevention that works fine on public relays.
I was thinking relay pool sets that you can configure and switch to. Not sure how confusing this would be to users though. Lots of design thinking to do.
There should be a mode in clients to switch to only querying paid relays. Might be an interesting technique to jump out of the chaos of public relays.

I think the small set of public relays are fun right now but it is a luxury of a relatively small community. The spam will get bad (already started to see this yesterday) so public relays are going to get noisy and clients are going to need techniques to fight the spam.
One idea is just a way to send some sats to the relays you are connected to. This could whitelist your key for some amount of time, or PoW queries for strangers.
Maybe smaller private communities will take off, not many people doing that yet.
