You can use separate branches for those sets of changes and fork them off the specific commit you want them pinned to, then use the rebase for a head, yes.
The problem with “censorship” has usually been no-alternative and non-transparency.
I mean if it’s upfront on what’s included and excluded that’s fine. There’s alternatives.
