After having failed withdraw fiat using my bank card, I by chance stumbled upon Yap.cx.
And I was able swap Bitcoin (onchain) for cash!
Oddly they said LN takes time appear on there wallet so onchain is preferred.
Swapping via boltz(.)exchange was failing me at the time, but luckily you can pay onchain with Phoenix (by shrinking your channel).
