Bounties are too easy to exploit with some crap delivered by opportunists that just want to make a quick buck instead of by someone who actually cares about making a good product for the common good -- and having objective criteria for bounties is impossible.

Is the bounty system working in general? Then just ban the one guy causing trouble. No need to dismantle the whole thing just because one guy is a dick. At most, add terms to cover these situations.
