Tx fees are a forever thing. Block subsidy is not. Every single on chain tx has a fee. The person who mined that block is paid those fees for all the txs in it.

To the miner who successfully mined that block. Miners earn the block subsidy (currently 6.25 btc) + tx fees. So whoever won that block is quite happy lol
