I think people will make decisions based on their wants, and like Menger discovered wants aren't constant. Economy is an emergent behavior of the human condition that is ever changing based on available supply. Just like people never knew they wanted a smart phone, now they do. People will always want certain things, and especially things that give them more autonomy tend to become popular.

So assessing a general consensus of the population is only subordinate to assessing the available technologies that give people more autonomy.
