1. implement fork in economical nodes
2. wait for big miners to follow (hash power is already centralized)
3. don’t care about plebs’ nodes as they will be left in abandoned old Bitcoin chain which will be easy to attack when hashpower goes to new chain

L1 - settlement layer, utxo on Bitcoin blockchain
L2 - lightning, liquid, whatever bitcoin that is locked down on L1 and might be redeemed by user. I know there are differences
L3 - ecash which can be minted/ redeemed on some L2 bitcoin
L4 - paper bitcoin, custodial like on exchanges, custodians, ETFs
I do not think this list is complete but I would like to make a point that bitcoin as a form of money may be used in many ways. The way/layer you use depends on availability and purpose. One might have utxos in cold storage as long term deposit, pay for goods/services with lightning, sent ecash to family and friends, buy ETFs for official retirement account, gamble on exchange with options.
Average Li somewhere in south east Asia might be using custodial government approved lightning wallet and still get better that using devalued currency which is nit accepted anywhere outside his country.
If everyone can use Bitcoin on some layer available for him then Bitcoin succeeds. Not everyone can have UTXO, not everyone will need one.
Take top tier users like corpos, nation states. They will always need access to setlement layer unless any other layer can be used with accepted finality.
Self sovereign pleb will also need settlement layer.
Average Joe just needs his money. They might be using other layers even without being aware of Bitcoin network.
There are also other tiers there. Bitcoin is for everyone and as everyone is different their use cases will differ.
Note: timing matters. Today, UTXO is available and a must. In 5, 10, 50 years it will change.
