One of the primary issues in the control of regulation is that the public pull of inevitable mass adoption doesn't exist.
The additional, necessary training to learn how to navigate in three dimensions is not solely limited by cost.
There is a maximum amount of effort that the general public will spend in learning how to operate complex systems.
