I believe he is more implying that economic warfare could be waged with a positive net result through Bitcoin. His ideas he purveys are not restricting the Bitcoin and its use cases.
I am of the mind that humans are great projectors. We see in all things what we know.

Again this can be prevented (partially mitigated against, at least) by decentralization of hashpower through the ubiquitous devices that the developed world enjoys.
How do we avoid wars for BTC mines?
They are so central in location, it would take a small tactical strike to take chunks of hashpower off the books. Perhaps this eventuality will bring about a time in which the multitudes begin mining through heaters, phones, hell even your fridge (if you're into smart appliances).
A country united in decentralized mining operations projects power like no other.
