Not dumb one bit. Moscow time is a misinterpretation of a number on a that was behind Jack Dorsey during his testimony before the Members of the House Energy and Commerce Committee on misinformation on March 25, 2021.

Chris Vickery started the meme with a tweet asking what time zone Jack was testifying from as his "clock" said 1952. He clarified in a another tweet that the clock must be set to current Moscow time, refusing to believe otherwise.

The meme stuck.
