Municipal elections occurred across the country in a fairly orderly manner. Does the will of the people really make itself known? Maybe the more local ones, dunno. Beyond that, anyone's guess. Anyone who's a small cog in the system, that is. Probably somebody way up the totem pole knows how it really works.
