I just briefly glanced at it but yes looks like a regulated distributed custody layer with the feeling of being non-custodial, not sure if this reduces cost versus just doing custody or whats the incentive behind it, but I do like the idea of statechains and maybe some good development and learnings comes from it
Indeed that's what's concerning, if you do push this through and it does generate revenue and people don't move in mass other countries might be inclined to follow, even if its a smaller base of people, it might also discourage ownership of the asset and keep people in the fiat system to rob them through inflation
