+1 for Gboard with no network. You can also download the text to speech library and then disable network for that as well.

I installed GBoard and removed network permissions from it. So it's offline all the time. Seems to work fine. From a security/privacy pov idk if it comes with any risk. Would love to hear what others think about this.
