Content moderation is completely done by clients and relays.
That has nothing to do with the Nostr protocol and information stored on the decentralised relay network.
Nostr on its own is completely and unequivocally content moderation and censorship resistant. *Nothing* can stop you from reading and engaging with *any* piece of information on Nostr.
