no，not the entire platform ban people， but some relays can choose ban bad guys， the bad guy or spam still can choose other relays to destroy people life，even install their bad relay. but most kindness people will choose the right relays. and the wrong relays no one will use it.
Relays shouldn't share same black list, this will break decentralization. what I meant is relays should have regular communications. relays know other relays have taken some actions， they can choose to take same actions or not. the decision making depends by relays themselves. delay can make quick and right decisions by its data and not affect by government or other relay which has infected by virus.
I don't think this way is centralization，decentralization isn't mean no rules. democracy still works, we can choose how to live by voting. let relays have rights to punish and resist chaos.

on Android phone or change to other region in apple store to install Damus, or use web client. But I'm not sure CCP will block the relay servers in future.
