Just made this simple diagram to explain how free & paid relays work. You can see the trade-offs of using only free relays: less discoverabilities by others, and a completely useless global feed. At the very least, you should add global feeds from paid relays (they are still free to read), so that you can discover other content. If you want other people to discover your content (people who don't follow you directly), you should pay for at least one popular P2W relay.

OP's point was about scams. Insurance is one of the biggest.

When it's free to write, people spam. Therefore, many users ignore global feed from free-to-write (F2W) relays. But it's a safe bet that people paying to write are not spamming, so reading the global feed from P2W relays is much safer.

If you want your content to be discoverable by people who aren't already in your network (followers, maybe followers of followers, etc.) then posting on a P2W relay gives a very high probability that other people will see it.
