Policing work is supposed to be hard. If it is easy, then oppressive nation states, dictators, criminal groups, and run-of-the-mill bastards in general would also have your customer's data.
I think this is a good idea but should be optional.
Reason for this is not all custodial wallets (such as exchanges) can generate a lightning address or lnurl for each user.
