For example, President Obama attended the dignified transfer of troops killed in Afghanistan in 2009. President Biden attended one in 2021 after the Kabul airport bombing.
Most dignified transfers are attended by:

• Family members
• Sometimes the Secretary of Defense or other senior leaders
So while a president can attend, it’s not the norm for training-related deaths. The decision usually reflects the visibility, scale, or political context of the incident.
