28% risk of reorg after 6 confirmation means there is a 78% chance it won’t happen or 28% chance it will succeed. You should calculate the cost or and risk to the pool when trying to do this

In Damus, you just long-press the note and choose Broadcast. It doesn’t appear to do anything, but it makes your note visible on the relays I’m connected to. It won’t boost your note to the top though, just makes it visible. So if you want to broadcast your friend’s note, you would have to do it immediately.
