Late 19th, early 20th century. I'd need some time to recall specific League of Nations or UN references but people like Prof Carol Quigley, Prof Anthony Sutton, F William Engdahl, Matt Ehret (more recently) would have covered elements of it if my memory serves correctly.
Of course it sounds innocent. And you don't need to be paranoid to read it as a ruse - you just need to have read some history about it.
And I made a mistake - misquoted von Braun. It was about weaponising space. 
That was exactly the very excuse for why they have attempted this in the past via the League of Nations and what the UN is trying to become - to serve as a “harmonising force”. It is total bullshit, of course, and would do nothing of the sort except galvanising people under perpetual servitude
LOL. It might not be a threat to the US - but it is a threat to Taiwan. It's a theory - I think I heard it from Matthew Pines on a podcast recently. There are other plausible potential reasons too - Werner von Braun said that "the last card" that the parasite class would play to institute a world gov would be the threat of aliens.
And they'll act like they were on the right side of things all along because they will literally believe that they were! They don't think; they just absorb the prevailing narratives of the hive mind, irrespective of how it metamorphosises over time. It's like there is no brain, no thought, only a stimulus from master and a response from a slave.
