Sadly encryption is not allowed on American amateur radio bands.
However, in the ISM band (around 900MHz in USA) you can use this allocation of unlicensed spectrum, with almost anything you'd like.
Checkout LoRaWAN and TTN (The Things Network) for a good example of this modulation scheme over ~ 900MHz in USA (other countries use 433MHz and other frequency allocations for ISM).
I recommend getting a license even though it's an auto-dox, as your license is tied to your name and address in an open publicly searchable index....thanks FCC...
