When you report, it shows up on their profile under the "reports" tab, and tells them who reported them and for what reason. This is with the #Amethyst client. It may be different with other clients. So, they read the list of who reported them and send a counter-report in return often for the same reason they were reported for, and sometimes for other reasons, being false reports.
Good question. Money is only part of the cost, there is also the stress of maintaining it, protecting it from hackers, and being responsible for other people's data.
I guess that's good. Although the most notorious spammers keep making new accounts.
