It's usually done in your lightning wallet. If you are trying to receive then you select receive in the wallet, then it asks for the amount you want to receive, and then it may let you add a note. After this the wallet will give you an invoice with a QR code the sender can scan or an invoice URL you can copy and paste to the sender to enter it into their wallet for sending
