IMO they understand that btc cannot be controlled as long as it is used as intended.
This is the reason why Larry Fink is so gung-ho on btc. He wants to create a world (in 10 or 20 years time) where the vast majority of btc is held by permissioned custodians.
Also makes me suspicious of the strategic reserve.

I personally HATE insurance ..
Whenever I've had to make a claim, the insurance company worked overtime to try to find an exclusion so they wouldn't have to pay.
