Here in the US, only those W-2 employees who have no tax liability, or expect to have all federal income taxes are eligible to exempt themselves from tax withholdings. Very few are eligible. They thought this out very carefully.
The only way out that I can see is to not earn dollars at all.
People can't meaningfully revolt when taxes are withdrawn automatically.

Yes. The washers were more expensive than quarters, dimes, and pennies of roughly the same size.
I still chose the washers because of the metal material, but some here are just using coins.
