People can't meaningfully revolt when taxes are withdrawn automatically.
Everyone should change to claim exempt at the same time.
Here in the US, only those W-2 employees who have no tax liability, or expect to have all federal income taxes are eligible to exempt themselves from tax withholdings. Very few are eligible. They thought this out very carefully.
The only way out that I can see is to not earn dollars at all.

Although you're correct, they will still attempt a Notice of Deficiency and if you don't know how to rebut that, you're fucked.
The key is finding an employer that you can show that filling out a W4 is not necessary and the IRS has provisions to protect employers from their employee not wanting to fill out a W4, because then the 1040 will not be expected (even though a 1040 isn't even meant for 99% of people by the IRS's own rules).
It’s 100% easier for self employed in my experience, which is all I have to go on.

I'm jealous that long term capital gains tax is only 15%. There's no such thing where I live... It's just considered regular income and taxed at 35%+. Forced hodl.
We've been engaged in tax revolt for the last two years. Our strategy, all legal, is to simply be so poor in dollars that we don't get taxed.

Even setting aside level of taxation, I have never met a single person in my entire life who thought taxes were easy to calculate and file. 100% of people agree we need major reform to at least make it simpler. I work in finance and barely follow half the shit on my taxes.
Americans will celebrate common folk resisting the boot of oppressive tax regimes in their books (e.g. Roman empire in the Bible at the time of Jesus or the British crown during the Boston Tea Party) yet still feel it's our patriotic duty to pay tribute with our time and labor to a profligate and craven class of parasites. The height of irony. Maybe this proves we've been bought/sold.
