not really, no. coinbase follows ofac compliance for all payments. you can't for instance purchase goods in Iran using coinbase USDC.
As far as I know, everyone who has a coinbase account can in the US.
While I can understand the covid panic a bit, my biggest buy was March 2020 during the big scary dip. again a big boy 2 years ago at $17k.
