If Govt. has gotten benefit then it is a good news that Rail Transport Department can claim and promote an achievement.

Maybe, it's so freak that in general many European countries administration is Socialism but they are Capitalism in the sport industry but the sport industry in America is Socialism, even American administration is Capitalism.

Nowadays, We have seen the dramatic of handball's interpretation in English Premier League every week. The ruler have to write rules that are not interpreted anything and enforce them with every cases that have same condition.
The dramatic by referee's decisions has more impact to the clubs in European model than American model because Football Leagues in European model have the relegation's rule, in the other hand, American model does not have this rule.
When the club has damaged from the wrong decision from referees and has relegated form superior league or has missed to enter the continental competition then it has more problem to manage and make more inequality in the league competition that will effect the fan club mood, thus the league will collapse because it has less fans to support the teams in this league.

If rices are planted by private companies then the dramatic about research budget of rice's races will not happen like this news that Sun Sweet ("SUN" in Thailand Stock Exchange) has cooperated with Kasetsart University to develop corn & bean's races to improve more quality and quantity for the company's profit.
Nowadays, the researches of rice's races are innovated by Rice Department (1 of departments in Ministry of Agriculture and Cooperatives). Furthermore, rices are planted by individual farmers thus have faced dis-economies of scale's problem that make them deficit and do not have power to improve the rice's races.
PS, most of innovations are created by the inspiration of private sectors, it is not the necessary Govt.'s duty to do it.
