i have one goal is to somehow ride a surfboard to take pics of a surfer...maybe the same board? need a waterproof camera as well. Need to figure the logistics of this out.

I would just wing it…sit on a board and film with your phone. Maybe with a waterproof bag around that you can wrap around your arm with a band.
that is definitely a possibility!
If you don't mind staying low, it would be easier to not stand up, maybe use a Boogie board, but an experienced surfer may rightfully disagree with me.
Yeah a boogie board is a great idea, i could lie on my stomach, kind of float and steady my camera with my elbows and the board...hmmm
