Peterson is definitely a slow and deep thinker. This clip was from 4 years ago if I found the correct source. But in the time since, I don't think he's really come around. Then again I don't follow him closely.

. they're not using it to mine Bitcoin rather they are using it to grow GDP.
There's only one place that comes to mind and that's Bhutan, (Iceland is a close second) but they're doing it because what else do they produce?
Bitcoin isn't what's driving electricity generation
Let's not exaggerate. Bitcoin mining increases energy demand and therefore it can't push the cost of energy down. There's a lot of cool things to think about with energy and bitcoin mining, but let's not pretend that mining creates "negative demand" 😃
Systems like Lightning have the potential to replace the existing payments systems, and the existing payment systems probably aren't very efficient. So, it's possible that the net effect of all bitcoin tech - including Lightning and Cashu and so on - is negative
But mining on its own increases energy costs (perhaps by a tiny amount, but still non-negative)
Energy generation has unavoidable waste due to the fact that energy must be stored or used the instant it's created. Waste costs more than the amount of energy consumed by bitcoin. Therefore mining, if using waste energy primarily, would reduce overall energy waste, which is a price depressant.
