Big topic for sure. Though how it should be ossified is up for debate. "Bitcoin ossification" is a good search term.

Freeze it inside JSON vectors of sets of lists and host it on theoretically decentralized relays

Trustworthy but probably for too few people to matter in the end. And it couldn't be frozen completely to allow for emergency patches (fix critical vuln in libsecp256k1 for example).

Forks will become more difficult as the number and variety of bitcoin-interested parties increases eventually halting at unofficial ossification. My guess: <5 forks total all time left.
