Why wouldn't they use the loan to buy more Bitcoin during the next bear market, then use the following bull to clear the debt?

Yes but its clear IMF wants to slow the adoption of BTC so what's the terms of the next loan. Removal of Bitcoin legal tender?
Thought: Won’t need another loan if they ape this one into Bitcoin.
The terms probably don’t allow them to use it for bitcoin accumulation. I wonder if they can use the IMF loan as “collateral” in other markets and raise more private debt to buy bitcoin.
