I've been thinking about this issue recently. I'm going to try and create an open source list of public keys of known bots/spammers for relays to add to their blocklists. If you come across any annoying accounts please add public keys to a PR here and I'll aggregate - https://github.com/EagleBTM/nostr/pulls
