Cultural demoralization wouldn’t be called cultural demoralization, it would be called something positive. See In the First Circle by Aleksandr Solzhenitsyn for the effects of numerous “positives”.

One aspect of “intentionally spreading mass confusion” was assuming that all that didn’t agree with Communism were under the fog of “false consciousness”. That and the Soviet Union not allowing publication of maps of the country.
