I just have the mostr relay in my relays. It does the work.
You can connect your Nostr account to a Twitter account to send your notes there using https://connect.nos.social/
And if you use this relay wss://relay.momostr.pink/ and follow the nostr:npub1pqr3g2gk3vsnrqk9kwfqqcxc6d5cwjr0hyc0nlzz9py5nf92vd9sn02sck account here it will send all of your notes to Bluesky.

There are multiple ways to handle this.
None ideal.
My way: have a client and a server. The client connects to the server. The server signs notes, not the client.
You can send some sort of creds, id or other way to authenticate over radio.
I did this to save bandwidth mainly. The sig could be done client side, but then you are adding a ton of data and bytes.
The purpose of the signature isn't to obscure a message, rather prove identity/ownership. I see no reason this isn't legal in almost all if not all jurisdictions. But I'm no attorney.

It began last year. But I stopped for 6-8 months.
I'm back at it now.
I want to have the concept done by October ish.
It honestly was a project to browse nostr when camping with my son offgrid or places with no cell.
I use ham already for that.
Then I built a sport scores by request scraper.
The a bitcoin price getter.
Those are done via radio email(winlink).
Now nostr.... this one will use HF packet radio and likely a few other services.
In theory you could do the same over meshtastic easily, but less range for sure.

Do you know LORA network? It’s decentralized internet with low bandwidth. Sounds good.
never heard of it... I'll add it to the list of rabbit holes. if you take all the media out of Nostr it could totally work over low bandwidth for pure information dissemination.

Understanding radios is kinda like Bitcoin: it can be counter-intuitive and you absolutely have to 'do the work'. But once you understand that the electro-magnetic spectrum is a continuum of faster and slower vibrations that includes visible light and sound, you realize it's beautiful and God-like.
