Yo that’s an air diaphragm for as a shock absorber for a fifth wheel.

Or it could also be an engine mount to the frame which is also a shock absorber.

Got me stumped. Reminds me a little of the air filter housing in my first car, a 1982 Monte Carlo, but larger and facing the wrong direction.
