There is no such thing as a fully open source phone. Android phones are the lesser evil. No mandatory login to use most features and you can also flash your own open source, pure android ROM, with google fully removed and most proprietary software. The modem radio will awlays have properietary technology for the moment. With iOS almost the whole operating system is closed source properietary spyware platform.

There were/are attempts like Ubuntu Touch or Plasma Mobile. Still very basic support, but with lots of potential - at least for tech interested people.
The main problem is that most mobile SoCs are locked or don't release OpenSource drivers.
Maybe one day we will have free RISC-V SoCs which attempts to replace ARM.

I can understand Cook. There are a lot of Apple die-hard users in China, and I am one of them. Steve Jobs is the person who has influenced me the most.
We need to throw the entire kitchen sync at these people. 
The same guy who wants to deplatform people he disagrees with is happy to platform China.
